Significant Achievements

Some very important and significant achievements of this Association are as follows

  • Gazetted status to the Junior Engineers (presently Assistant Engineers) from 17.2.1971;
  • Enhanced pay scale for Junior Engineers from Rs.400-15-475-20-575-25-650 to Rs.425-20-525-25-700 in 1972 through One-Man Committee and again the revision of pay for Assistant Engineers Rs.2000-60-2300-75-3500 in 1989;
  • Regularisation of emergency Junior Engineers through Special TNPSC Selection in 1972;
  • Stoppage of Direct Recruitment for Assistant Executive Engineers from 1967 onwards;
  • Up-gradation of PA to Superintending Engineer to that of Executive Engineers' rank;
  • Starting of part-time PG courses and full time study with deputation and study leave facilities in Engineering Colleges for serving Engineers;
  • Grant of two advance increments to engineers with P.G. qualification in Engineering;
  • Re-designation of Junior Engineers as Assistant Engineer and Assistant Engineer as Assistant Executive Engineer during 1977;
  • Caused the election of two Engineer-Senators to the University of Madras during 1976-1980;
  • Up-gradation of Deputy Chief Engineer post to the rank of Superintending Engineer as Senior Deputy CE and subsequently re-designating them as Joint Chief Engineer;
  • Sanction for the creation of Chief Engineer, PWD (Minor Irrigation);
  • Cancellation of Direct Recruitment to the post of Assistant Executive Engineer in TNPWD (G.O. Ms. No. 1884, PW, dated 12.9.1984);
  • Guidelines for the issue of Structural Stability Certificate to public buildings by PWD Engineers (17.10.1984);
  • Sending applications direct to the CE (Gl), PWD on certain matters without routing through proper channel (G.O. Ms. No. 146 PW, dated 31.1.1979);
  • Enhancement of grant sanctioned by the Government for PWD Engineers to become members of Institution of Engineers (India) and enhancement of basic pay limit (G.O. Ms. No. 1451 PW, dated 13.8.1979 and G.O. Ms. No. 124 PW, dated 2.2.1981);
  • Abolition of probation for Assistant Executive Engineers (Graduates only) (G.O. Ms. No. 1061 PW, dated 8.11.1979);
  • Establishing the Public Works Technical Staff Training Institute (G.O. Ms. No. 1492 PW, dated 20.8.1979);
  • Formation of Tamil Nadu State Construction Corporation
  • Loan for purchase of Technical Books to the Engineers (Government letter No. 83296/a/79-6, dated 13.2.1980);
  • Supply of electronic pocket calculators, National Building Code of India – 1970 to PWD Divisions, Sub Divisions and Sections;
  • Re-designation of PA to SE as Deputy SE (G.O. Ms. No. 270 PW, dated 10.2.1982);
  • Up-gradation of 50 posts of AEs in the offices of the SEs and CEs as AEEs for avoiding delay and improving technical performance;
  • Sanction of 60 posts of Technical PAs in the cadre of AEE to the Executive Engineers of heavier PWD Divisions to assist the Executive Engineers in the technical as well as administrative matters;
  • Abolition of system of prescribing indemnity bond for Rs.75,000/- and condition to serve the Department till superannuation for pursuing Post Graduate Courses in Engineering under Govt cost which amounts to the introduction of educated bonded labour system in the PWD;
  • Fixation of maximum time limit for raising discrepancies in handing over and taking over of PWD Sections (G.O. Ms. No. 2201 PW, dated 9.11.1982);
  • Removal of ceiling on Travelling Allowance by local rulings by EEs and SEs of PWD (CE, PWD (GL), Memo. No. ADIII(2)/39305, dated 20.1.1984);
  • Appointment orders for 1986 Assistant Engineers against heavy odds;
  • Printing and supplying PWD Code and TNBP Vol. I and II to every Engineer (G.O. Ms. No.1486 PW, dated 18.8.1978 and G.O. Ms. No. 1842 PW, dated 3.10.1979);
  • Instituted Educational Prizes for sons and daughters of Engineers from 1986;
  • Presentation of Anna Awards for Engineers annually (G.O. Ms. No. 1070 PW, dated 23.4.1986);
  • Established a Retirement Benefit Cell in the Association;
  • Delegation of powers for the deputation of Assistant Executive Engineers by the Chief Engineer, PWD (General) (G.O. Ms. No. 2414 PW, dated 3.10.1986);
  • Orders for sending certain applications direct to the Chief Engineer (General), PWD [CE (Gl) Circular memo AD I(1)/47705/87, dated 20.2.1987];
  • Launched ENGIBEF – IV Phase and IV Modified Phase for giving financial assistance to the families of deceased member-Engineers;
  • Restriction of 55 years of age rule for Superintending Engineer's promotion deleted (G.O. Ms. No. 1096 PW, dated 24.4.1986);
  • Exclusion of Diploma Holders for promotion as Superintending Engineer ordered (G.O. Ms. No. 270 PW, dated 20.9.1984);
  • Issue of prescribing Time Limit for disposal of unusable T&P materials (CE (Gl) circular memo. No. Audit(1)/175615/85, dated 27.2.1987);
  • Obtained orders for the retention of PWD Engineers upto 5 years in a post / station (G.O. Ms. No. 1117 PW, dated 3.6.1987 and G.O. Ms. No. 988 PW (A2), dated 23.5.1989);
  • Guidelines obtained for not relieving Engineers before the receipt of reposting orders (C.E. PWD (Gl)'s Circular memo. No. EI(1)/90807/87-CR, dated 13.7.1987);
  • Decentralisation: Delegation of Administrative Powers for Assistant Executive Engineers and its implementation (G.O. Ms. No. 2151 PW, dated 27.12.1988);
  • Restoration of status for Assistant Engineers – enhancement of Pay Scale of Rs.2000-3500 for Assistant Engineers (G.O. Ms. No. 838 Finance (PC) dated 10.8,.1989);
  • Transfers and postings of Technical Officers to native District (G.O. Ms. No. 1211 PW (A2) Dated 20.6.1989, G.O. Ms. No. 712 PW, dated 27.4.1988);
  • Appointment of a Chief Engineer as Special Secretary to Government (ordered in 1989);
  • Established Er. C.T. Radhakrishnan Library in Poriyaalar Ramalingam Illam in1990;
  • Re-designation of Senior Deputy Chief Engineer as Joint Chief Engineer (G.O. Ms. No. 1540 PW, dated 25.7.1990);
  • Submitted concrete proposals for Rotational Transfers among engineers (1.7.1992). However, orders are awaited;
  • Obtained Government orders for entrusting all construction of buildings to the Buildings Branch of PWD (G.O. Ms. No. 1619 PW, dated 1.8.1990);
  • Distributed identification cards to every member – Engineer;
  • Prescription of minimum one year left over service for Chief Engineer's promotion prescribed (G.O. Ms. No. 440 P&AR (Per.S), dated 26.10.1990);
  • Orders for the declaration of completion of probation upto Assistant Executive Engineers level by Superintending Engineers of PWD (CE, PWD (Gl) circular memo. No. CI(4)/19813/88-CR, dated 5.11.1990);
  • Construction of Porignar Kuppuraj Arangam in Poriyaar Ramalingam Illam, Chennai;
  • Removing LOC system for salaries of staff and reversing Treasury bill system with effect from 1.7.1992 (G.O. Ms. No. 118 Finance (LC), dated 20.2.1991);
  • 5 years special leave to take up employment abroad (Govt. (Finance LC) letter No. 64855/LC/92-1, dated 15.6.1992, and G.O. Ms. No. 196 P&AR (FR II) Dept., dated 20.5.1991);
  • Up-gradation of 3 posts of Executive Engineers (Electrical) as Superintending Engineers in PWD (G.O. Ms. No. 2001 PW, dated 6.12.1991) and sanction of Deputy Superintending Engineer for Electrical Circles of PWD;
  • Guidelines for proposing recovery from AEs and JEs for shortage of materials stipulated (C.E (Gl), circular memo. No. CII(3)/1076/91-CR, dated 14.11.1991);
  • A post of Engineer-in-Chief, WRO,PWD was created (G.O. Ms. No. 1185 PW (WR I), dated 23.11.1994);
  • Obtained G.O. for regularisation of AE (Mechanical) and AE (Electrical);
  • Supply of steel and cement by contractors;
  • Caused recruitment of AEs during 1998, 1999 and 2006;
  • Caused recruitment of AEs for the year 2007 (244 Nos.);
  • Obtained orders of the Government for the re-designation of OSD (CE Grade) as Special Chief Engineer ;
  • Avoiding the extension of service to Engineers
  • Golden Jubilee Celebrations

    The Golden Jubilee Celebrations of this Association were inaugurated by His Excellency the Governor of Tamil Nadu at Madurai on 18.3.1986 and followed in the District Centres in the succeeding months throughout 1986.
